I accept an idea or proffer I would like to share with you lot. I would support this suggestion with time and endeavour. I believe it'southward time to take activity with a practical approach to resolution.
Background:
Only equally groundwork, I take lived in the San Rafael area for over 35 years. I accept worked with the San Rafael'south Volunteer program over ten years in implementing/maintaining some of the San Rafael Volunteer websites (i.e. Volunteer, Clean, and EVC). This proposition does not related to these websites merely the brief background shows my involvement and business concern for a ameliorate San Rafael and Marin County.
Suggestion:
Hither'south my annotate and/or suggestion: Prison cell phones are condign a major nuisance to our driving pleasance and safe, specially on San Rafael's 2nd & third streets. The new hands-free July, 2008 Californian law volition not solve these problems. This has been proven in New York Urban center which has had "hands free" for a few years. Recommendation:
I believe we need to implement "Cell Phone Costless Zones" (CPFZs); particularly on the major streets leading to Highway 101. This could be done with 2 frequency cables running on, to a higher place or below these streets. This is the same technique restaurants are doing and it'southward working. What San Rafael could install is a frequency cables running down both second and 3rd streets to disrupt cell phone frequencies. People who want to use their cell phones would know they would accept to become down 4th street to comport their prison cell concern, even if it is only to tell the spouse they are 5 minutes from domicile. This might also be good for business organisation; more than traffic on 4th street.
